If a vendor is not in Hawaii Compliance Express, can the quote be rejected?
Unless required in the solicitation, vendors are not required to register in Hawaii Compliance Express.
Vendors are required to provide compliance documents upon request.
If you select the award button and the message you receive from Hawaii Compliance Express is that the vendor is not found and not compliant, it is possible the vendor is in Hawaii Compliance Express. This can happen for a number of reasons.
- The vendor has registered differently in Hawaii Compliance Express than in HePS. (Usually it is a mistake in the Tax ID number.)
- The link between Hawaii Compliance Express and HePS is temporarily not working;
- The Hawaii Compliance Express website is temporarily down.
The vendor is not found, try logging in directly to Hawaii Compliance Express.

If the vendor is not registered, request hard copies of the compliance documents from the vendor. Set a reasonable deadline with the vendor for providing the documents and advise the vendor that if the documents are not provided, award may be given to anotehr vendor.
If the vendor fails to provide compliance documents within a reasonable time period, you may advise the vendor and award to the next lowest responsive, responsible quotation.
