Eventually you will be able to issue all your solicitaitons on HePS.  However, they will not be all as small purchase requests for quotations (RFQs). 

HePS is not a method of source selection/procurement.   It is a tool you may use to issue your solicitations, receive, responses, issue awards and keep track of your awards. You must still follow statutes and administrative rules, procurment circulars and other required procedures when purchasing.

You must use certain methods of source selection, depending on what you are buying, how much it will cost and whether, all things being equal, cost is the deciding factor.
