Is HePS being used for all solicitations?

Should vendors stop checking the procurement notices website?



Currently, HePS is being used for small purchase requests for quotes for goods, services and construction pursuant to HRS Chapter 103D, by the executive branch, the Judiciary and Hawaii Health Systems Corporation. (See Are most government agencies using HePS?)

The State Procurement Office (SPO) is utilizing HePS for all its procurements, including Invitation for Bids (IFBs) and Requests for Proposals (RFPs). 

Vendors should continue to check the procurement notices website for procurement notices of:

  • (Invitations for Bids) IFBs, 
  • (Requests for Proposals) RFPs, and
  • Professional service method of source selection pursuant to HRS 103D-304 and HAR 3-122, Subchapter 7.
