Isn't there an annual fee of $15 for HePS?



No.  There is no annual fee for HePS. 

You may be thinking of Hawaii Compliance Express (HCE),  a one-stop online system to obtain all compliance documents. 

For further information on compliance documents, see What are compliance documents?  See also Hawaii Compliance Express for more information and registration for that program.    By the way, the cost of Hawaii Compliance Express has been reduced to $12 a year.
