When do state agencies have to use HePS?



Executive branch agencies are required to use HePS for all small purchase requests for quotes from $15,000 to lthe current threshold for small purchases pursuant to Act 175 SLH 2009, section 2* (less than $100,000 for goods and services and less than $250,000 for construction.)

Other jurisdictions must use an e-procurement system for all small purchase requests for quotes from $25,000 to the current threshold for small purchases (less than $100,000 for goods and services and less than $250,000 for construction.)

*Note: Act 175, SLH 2009, Section 2, is repealed effective 7/1/12 at which time the threshold for small purchases will return to less than $50,000.
