When must a buyer check or obtain compliance documentation?



Buyers in the executive branch must check or obtain compliance documentation for all purchases of $15,000 or greater with the exception of solicitions pursuant to HRS 103D-307 (Emergency procurements).

(Reference: Procurement Circular 2006-07, Amendment 1 (Guidelines for Small Purchases, Item 4); HRS 103D-310(c); HAR 3-122-112)

(Note:  The lower limit requirement for Department of Education may varyand be as high at $25,000)

If a vendor is participating in Hawaii Compliance Express, and is compliant buyers are required to verify such and may not require a vendor to supply a paper certificate.

Other jurisdictions shall obtain compliance documentation for all purchases procured pursuant to HRS 103D-302, -303, -304 and -306. unless required for additional purchases by the chief procurement officer.
