Requests for Chief Procurement Officer (CPO) Approvals

Approvals are requested from the CPO under the circumstances listed below.  Once approved and contracts are executed, the purchasing agency places  information in the contracts database for health and human services.


Requests for Restrictive Purchase of Service  (Sole Source)

A restrictive purchase is a purchase that is restricted to one provider for good cause. This is a current listing of all requests subject to approval by the chief procurement officer (CPO) for the executive branch.  It includes the state purchasing agency, provider, brief service description, term of the contract, contract funding, the status (approved/denied, etc.) and the status date.  The request documents are also available for viewing.

Requests for After-the-Fact Secondary Purchases of Health and Human Services 

An after-the-fact secondary purchase enables a purchasing agency ( a secondary purchaser) to utilize the service or part of the service that has already been procured under a competitive purchase of service by another purchasing agency ( the primary purchaser) under conditions pursuant to Section 3-143-608, HAR.   This current listing of all requests for an After-the-Fact Secondary Purchase subject to approval by the chief procurement officer of the executive branch. It includes the state purchasing agency, provider awarded, brief service description, term of the contract, contract funding, the status (approved/denied, etc.) and the status date.  The request documents are also available for viewing.

Requests for Crisis Purchase of Service

This method of procurement allows a state agency to purchase health or human services quickly when there is an immediate need due to a serious threat to health or safety of a an individual/individuals which cannot be met by any state purchasing agency or under other provisions of chapter 103F, HRS. his is a current listing of crisis purchase of service awards subject to approval by the chief procurement officer of the executive branch.  It includes the state purchasing agency, provider awarded, brief service description, term of the contract, contract funding,  status (approved/denied, etc.) and the status date.  The request documents  are also available for viewing.

Requests for Exemption from Chapter 103F, HRS 

Under certain conditions, exemption from Chapter 103F, HRS may be approved by the chief procurement officer upon request by the  head of a State agency pursuant to Section 3-141-503 (c), HAR.  This is a current listing of awards exempt from Chapter 103F, HRS subject to approval by the chief procurement officer of the executive branch.  It includes the state purchasing agency, provider awarded, brief service description, term of the contract, contract funding,  status (approved/denied, etc.) and the status date.  The request documents  are also available for viewing.
