Procurement Guide for Private Providers- Introduction
Purchasing in the public sector has requirements that do not exist when purchasing for a private company or for yourself. When utilizing taxpayer funds:
- Procurement expenditures of funds require that procurement procedures have a high level of tranparency.
- Procurement must be fair and open to qualified providers.
- Public purchasing requires an audit trail and adherance to a set of rules and procedures in order to protect clients, taxpayers and buyers.
These requirements must be balanced with procuring for best value as resources are limited. Procuring essential services for those in need involves establishing criteria for selection is that is qualitative in nature. price is only one of many criterion.
Lastly, collaboration with providers, is essential to provision of quality services with limited resources.
