Health and Human Service Procurements Pursuant to HRS Chapter 103F
This site provides an online manual for state agency personnel, reponsible for the planning, procurement and contracting of health and human services. The manual is organized in 3 sections: 1) planning for the procurement of health and human services,2) procurement: the methods of procurement (also known as source slection); and 3) contracting and contracts administration. Although they are discreet sections, the process of good procurement is a continuous one and not necessarily linear. For instance, planning occurs throughout the process. It is also a team process with various members taking more or less active roles during the phases.
