Hawaii Compliance Express (HCE)

Hawaii Compliance Express (HCE) is a one-stop, electronic method for obtaining and providing documentation of compliance with state requirements for contracting.

Providers registered and compliant in Hawaii Compliance Express do not need to print or provide Certificstes of Good Standing or tax clearances when entering into a contract with the state or for the final payment on a contract. State agency procurement personnel may obtain access to HCE.
